The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, all ministries and commissions of the State Council, and all directly affiliated institutions:

Prefabricated building is a building assembled on site with prefabricated parts. The development of prefabricated buildings is a major change in construction methods. It is an important measure to promote supply-side structural reforms and the development of new urbanization. It is conducive to saving resources and energy, reducing construction pollution, improving labor production efficiency and quality and safety, and promoting construction The deep integration of industry and informatization industrialization, cultivating new industries and new kinetic energy, and promoting the resolution of excess capacity. In recent years, my country has actively explored the development of prefabricated buildings, but most of the construction methods are still pouring on site. The proportion and scale of prefabricated buildings are relatively low. Compared with the relevant requirements for the development of green buildings and advanced construction methods, there is still much gap. In order to implement the "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Further Strengthening the Management of Urban Planning and Construction" and the "Government Work Report" deployment, and vigorously develop prefabricated buildings, with the consent of the State Council, the following opinions are hereby put forward.

1. General requirements

(1) Guiding ideology. Fully implement the spirit of the 18th National Congress of the Communist Party of China, the 3rd, 4th, and 5th Plenary Sessions of the 18th Central Committee, the Central Urbanization Working Conference and the Central City Working Conference, earnestly implement the decisions and deployments of the Party Central Committee and the State Council, and follow the overall layout of the "five in one" And the "four comprehensive" strategic layout, firmly establish and implement the development concept of innovation, coordination, green, openness and sharing, promote the innovation of construction methods in accordance with the requirements of applicable, economic, safe, green, and beautiful, and vigorously develop prefabricated concrete For buildings and steel structure buildings, we advocate the development of modern wood structure buildings where conditions are available, and continuously increase the proportion of prefabricated buildings in new buildings. Adhere to standardized design, factory production, assembly construction, integrated decoration, information management, and intelligent application, improve the technical level and engineering quality, and promote the transformation and upgrading of the construction industry.

(2) Basic principles.

Persist in market leadership and government promotion. Adapt to market demand, give full play to the decisive role of the market in resource allocation, better play the role of government planning guidance and policy support, form a favorable system and market environment, promote active participation and coordination of market entities, and orderly develop prefabricated buildings .

Persist in regional promotion and gradual promotion. According to the economic and social development status and industrial technical conditions of different regions, divide the key areas for promotion, actively promote the areas and encourage the advancement areas, take measures to local conditions, make progress gradually, take the point to the area, pilot projects, sum up experience in time, and form a work pattern that partially drives the overall.

Adhere to top-level design and coordinated development. Take the coordinated promotion of standards, design, production, construction, use and maintenance as an effective starting point for the development of prefabricated buildings, promote the organic integration of all links, and promote the improvement of quality and efficiency in the whole process of construction through the transformation of construction methods, and drive the overall level of the construction industry Promote.

(3) Work objectives. The three major urban agglomerations, the Beijing-Tianjin-Hebei, the Yangtze River Delta, and the Pearl River Delta, are the key promotion areas. Other cities with a resident population of more than 3 million are actively promoted. The remaining cities are encouraged to promote the development of prefabricated concrete structures, steel structures and modern Prefabricated buildings such as wooden structures. Strive to use about 10 years to make prefabricated buildings account for 30% of the newly built building area. At the same time, gradually improve laws and regulations, technical standards and supervision systems, and promote the formation of a batch of large-scale production enterprises for design, construction, parts and components, general contracting enterprises with modern assembly and construction levels, and professional skill teams that are compatible with them.

2. Key tasks

(4) Improve the standard and specification system. Accelerate the preparation of national standards, industry standards and local standards for prefabricated buildings, support enterprises in the preparation of standards, strengthen technological innovation, encourage social organizations to prepare group standards, and promote the transformation of key technologies and research results of complete sets of technologies into standards and specifications. Strengthen the connection between building material standards, parts and components standards, and engineering standards. Formulate and revise the pricing basis for prefabricated construction projects. Improve the fire and earthquake prevention standards for prefabricated buildings. Research and establish evaluation standards and methods for prefabricated buildings. Gradually establish and improve the prefabricated building standard specification system covering the whole process of design, production, construction, use and maintenance.

(5) Innovative prefabricated architectural design. Coordinate building structure, mechanical and electrical equipment, parts and components, assembly construction, decoration and fit-out, and promote integrated design of prefabricated buildings. Promote universal, modular, and standardized design methods, actively apply building information model technology, improve the collaborative design capabilities of various disciplines in the construction field, and strengthen guidance and services for the entire process of prefabricated building construction. Encourage design units, research institutes, universities, etc. to jointly develop prefabricated architectural design technology and universal design software.

(6) Optimize the production of parts and components. Guide the rational layout of parts and components manufacturing enterprises in the construction industry, increase the degree of industrial agglomeration, and cultivate a number of backbone enterprises and production bases with advanced technology, professional matching, and standardized management. Support parts and components manufacturers to improve product varieties and specifications, promote specialization, standardization, large-scale, and informationized production, optimize logistics management, and rationally organize distribution. Actively guide equipment manufacturers to develop parts and components production equipment and machinery, and improve the level of automation and flexible processing technology. Establish a quality acceptance mechanism for parts and components to ensure product quality.

(7) Improve the level of assembly construction. Guide enterprises to develop and apply technologies, equipment and machinery that are compatible with assembly-type construction, and improve the quality of assembly construction connection and building safety performance of parts and components. Encourage enterprises to innovate construction organization methods, promote green construction, and apply a new mode of collaborative construction between structural engineering and sub-projects. Support construction companies to summarize and compile construction methods, improve assembly and construction skills, realize the transformation of technical processes, organizational management, and skill teams, and build a group of backbone enterprises with high assembly and construction technology.

(8) Promote full renovation of buildings. Implement prefabricated building decoration and coordinated construction with main structure and electromechanical equipment. Actively promote standardized, integrated, and modular decoration models, promote the application of integrated technologies for materials, products, and equipment pipelines such as the overall kitchen and bathroom, lightweight partition walls, and improve the level of assembly decoration. Advocate full menu-style decoration to meet the individual needs of consumers.

(9) Promote green building materials. Increase the application proportion of green building materials in prefabricated buildings. Develop and apply high-quality, energy-saving, environmentally-friendly, and functional new building materials, and accelerate the evaluation of green building materials. Encourage the integrated application of decoration and thermal insulation materials. Promote the application of high-performance energy-saving doors and windows. Compulsory elimination of building materials that do not meet the requirements of energy conservation and environmental protection and have poor quality performance to ensure safety, greenness and environmental protection.

(10) Promote general project contracting. In principle, the prefabricated building should adopt the general contracting mode of the project, and bidding can be carried out according to the technically complex engineering project. The general contractor of the project shall be responsible for the quality, safety, progress and cost of the project. It is necessary to improve the systems of contract issuance, construction permit, sub-contract management, project cost, quality and safety supervision, and completion acceptance that are compatible with general contracting of prefabricated buildings, so as to realize unified management and deep integration of engineering design, parts and components production, construction and procurement , Optimize project management methods. Encourage the establishment of technological innovation alliances for the prefabricated construction industry, increase investment in research and development, and enhance innovation capabilities. Support large-scale design, construction, and parts manufacturing enterprises to transform into general contracting enterprises with project management, design, construction, production, and procurement capabilities by adjusting their organizational structure and improving management systems.

(11) Ensure project quality and safety. Improve the quality and safety management system of prefabricated construction projects, improve the quality and safety responsibility system, and implement the quality and safety responsibilities of all parties. Strengthen the supervision of the whole process, construction and supervision and other related parties can use methods such as in-plant supervision to strengthen the production quality control of parts and components; construction enterprises should strengthen the quality and safety control and inspection and testing of the construction process, and improve the assembly construction quality assurance system; Permanent signs shall be set up at the locations to publicize the subjects and main persons responsible for quality and safety. Strengthen industry supervision, clarify the inspection requirements for construction drawings that meet the characteristics of prefabricated buildings, establish a quality traceability system throughout the process, increase the intensity of random inspections, and strictly investigate and deal with violations of quality and safety laws and regulations.

Three, safeguard measures

(12) Strengthen organization and leadership. All regions should study and put forward the goals and tasks for the development of prefabricated buildings according to local conditions, establish and improve working mechanisms, improve supporting policies, organize specific implementation, and ensure that various tasks are implemented. All relevant departments should increase guidance, coordination and support, and regard the development of prefabricated buildings as an important task to implement the spirit of the Central City Work Conference, and include it in the city planning and construction management work supervision and evaluation index system, and regularly report the evaluation results.

(13) Increase policy support. Establish a sound system of laws and regulations related to prefabricated buildings. Combining energy conservation and emission reduction, industrial development, technological innovation, pollution prevention and other policies, increase support for prefabricated buildings. Support the manufacturers of prefabricated building parts that meet the requirements of high-tech enterprises to enjoy relevant preferential policies. Manufacturers of parts and components that conform to the catalog of new wall materials can enjoy the preferential policy of VAT refund upon collection according to regulations. In the land supply, the relevant requirements for the development of prefabricated buildings can be incorporated into the land supply plan and implemented in the land use contract. Encourage all localities to adopt relevant policies and measures to support the development of prefabricated buildings, including planning and approval, land supply, infrastructure facilities, and finance. Government investment projects should take the lead in developing prefabricated buildings and promote the "going out" of prefabricated buildings. In the selection of China Human Settlement Award, National Ecological Garden City Evaluation, Green Building Evaluation, etc., the index requirements for prefabricated buildings are added.

(14) Strengthen team building. Vigorously cultivate professional talents in prefabricated building design, production, construction and management. Encourage colleges and vocational schools to set up prefabricated construction related courses, promote prefabricated construction enterprises to develop school-enterprise cooperation, and innovate talent training models. Add prefabricated construction related content to the continuing education of professional and technical personnel in the construction industry. Increase investment in vocational skills training, establish training bases, strengthen job skills improvement training, and promote the transformation of migrant workers in the construction industry into skilled workers. Strengthen international exchanges and cooperation, and actively introduce overseas professionals to participate in the research and development, production and management of prefabricated buildings.

(15) Promote and guide well. In-depth publicity and development of the economic and social benefits of prefabricated buildings through various forms, extensively publicize the basic knowledge of prefabricated buildings, improve social awareness, create a good atmosphere for all parties to pay attention to and support the development of prefabricated buildings, and promote related industries of prefabricated buildings And market development.
